Water experts said a federal drought plan for managing the Colorado River does not stop Wyoming’s plans for a 10,000 acre-foot West Fork dam and reservoir in Carbon County, which will deliver 6,000 acre-feet annually for late-season irrigation while federal actions focus on preserving hydropower at downstream reservoirs.
