- ➤ On Monday at Moss Ranch near Lovell, Justin Lucht saw bighorn sheep rams with a rare genetic mutation — a trait he calls very neat — where one horn grew faster than its counterpart. - ➤ Gov. Mark Gordon said during a virtual press conference Tuesday, Sept. 30 that Wyoming faces a trade-off of higher CO2 emissions and lower state revenue—royalty rates on coal drop from 12.5% to 7% while the state pursues new export routes to Asia. He noted that opening an Oakland port may shorten shipping routes and that Wyoming plans to use new funding and homegrown technology to support coal plant upgrades and energy security.
